Electricity Choice in the California Market
Retail electricity choice was initially enacted in California in 1998, with a bill providing "Direct Access" for all customers to electricity providers. However, The California Public Utility Commission suspended Direct Access on September 20, 2001, leaving businesses that wished to shop for competitive prices to have no choice but to purchase electricity from their local utility.
The changes did allow customers with existing contracts with an electricity provider, such as Strategic Energy, to remain direct access customers.
